The Russian state tendering systemThe Russian state tender system publishes tenders for all public sector purchases over 500 000 Roubles (about €5 000). Utilities, large state owned companies must also tender through the same system. Some private companies also do so. Over 40% of Russian GDP is on the system. If your firm wants a presence in infrastructure, health, education and so on, monitoring state tenders is a must. Only a handful of defence and space tenders are excluded.
There are thousands of tenders published daily. This page shows random examples translated by machine. Volga Trader can monitor tender notices for your keywords and send you machine or human translations of the headline announcements. The procedures for access to the tender details and to make a bid require a local presence. Typically you will need to set up a limited company although we have a local partner experienced in the tender process who can access tenders as a service to you. Bidding takes place on electronic platforms where bidder identities are anonymous. There is a strict system of weighting, principally for cost, not less than 50%. Local sourcing which can mean a distributor in the local government area not a Russian manufacturer is worth a 15% reduction on price to the local bidder but in many cases there is no local bidder. Other factors, usually quality, may be used to weight the remaining 35%. Initially, simply monitoring for key words can give a foreign company a feel for the market size.
