COLLUSIONS IN THE ECONOMY – INVISIBLE SYSTEMATIC STEALING FROM PEOPLE AND THE STATE

Anticompetitive practices in implementing the National projects were discussed in Ingushetia
Ingushetia OFAS organized the III Open Economic Forum – “Implementing the National Plan for Developing Competition in the Russian Federation. The specifics of the III Forum was its focus on the National projects, the key goals of which are global competitiveness of Russian economy.
Representatives of the Office of Ingushetia Head and the Government, Heads of ministries and departments, the business-community, entrepreneurs, enforcement bodies, regional and federal mass media attended the forum. The invited guests and key speakers included representatives of FAS Central Office: Deputy Head of FAS Anti-Cartel Department Mukhamed Khamukov; Head of Competition Development Projects Unit, FAS Legal Department, Mikhail Khramtsov.
Mikhail Khramtsov specially emphasized the need to achieve the goals of the National Plan for Developing Competition, pursuing the National and federal projects, particularly, at the regional level.
He highlighted the main FAS initiatives to be included in the goals and measures of the National and federal projects.
He also outlined standard anticompetitive practices observed in the regions throughout implementation of the National projects and federal programmes.
“The National projects’ goals correlates closely with the objectives for developing competition in Russia and competition should become the basic tool for achieving them”, summed up Mikhail Khramtsov.
Mukhamed Khamukov described the practice of exposing anticompetitive agreements in the national economy.
He pointed out that “the pressure on the national economy from various kinds of collusion results in the absence of saving in public tendering as well as deteriorated well-being of the society. There are not areas of economic operations where collusions are not exposed: the fuel-and energy complex, the agrarian sector, industry, consumer sector, etc. At the same time, not only public procurement is attacked by collusions; it is frequently happens in sales of public and municipal property. This is invisible systemic stealing from the state”.
Representatives of FAS Central Office and top officers of Ingushetia OFAS also took part in the meeting of the inter-departmental working group on countering violations in the course of the National projects, formed by Ingushetia’s Prosecutor’s Office, where they discussed the results of collaboration and suggested measures to suppress collusions.
